RAF RUDLOE MANOR
America’s Area 51 is not the only Ultra Top Secret deep-underground facility to accommodate alleged alien/government genetics and technology programmes. Similar programmes are operating in Britain. This, at least, is the claim of those who work, or have worked, at Britain’s most highly secret deep-underground laboratories and R&D facilities. And to judge by the depth of evidence emerging, as well as the quality of many of the witnesses and whistleblowers, it is a claim that should not be brushed aside as mere fancy.

It has long been rumoured that Salisbury Plain in Wiltshire could be the primary site for a British deep-underground facility. Others are suspected at Aldermaston, Harwell, Porton Down, RAE Farnborough, RAF Woodbridge/Bentwaters, RAF Chicksands, Macrihanish, Brecon. The list goes on. But undoubtedly the most whispered-about facility is the alleged deep-underground complex simmering beneath Salisbury Plain.
Several former and still-serving military/defence personnel, as well as a number of civilians employed at military establishments, tend to agree that entrances to the Salisbury Plain facility are probably multiple. Without wishing to give away too many national secrets—which is not the purpose of this exercise—what used to be RAF Rudloe Manor near Corsham in Wiltshire, many say, hosted one of the primary entrances, although the site was officially decommissioned in 2001. Formerly home to the Controller Defence Communications Network, as well as the Provost and Security Services (now stationed at RAF Henlow in Bedfordshire), the site has since been absorbed into the nearby Basil Hill Barracks complex, and it’s likely that access to the network of bunkers and tunnels that still exist beneath this site has been absorbed with it. And that, therefore, access to the Salisbury Plain deep-underground facility—of which the aforementioned ‘network of bunkers and tunnels’ form scarcely even the first layer—is still located here.
Documents uncovered As long ago as the 1970s (and others since) clearly reveal that RAF Rudloe Manor was not only one of Britain’s most highly top-secret military communications establishments, serving as it did as the nerve centre for nuclear missile deployment and military/intelligence communications relays, but it was also Britain’s primary contingency seat for Government in times of war and/or other national emergencies. It was known officially as the National Seat of Government (NSG), and was in effect ‘Britain’s Mount Weather’ (see DATABASE FILE 37: APPENDIX 03).
But what is even more interesting so far as we are concerned is that for decades the Rudloe Manor complex, known in intelligence circles as ‘The Citadel’, housed the government’s primary data-gathering agency for the investigation of all anomalous aerial phenomena—i.e. UFOs—in Britain. Even GCHQ (Government Communications Head Quarters), Britain’s answer to America’s National Security Agency and certainly the nation’s most highly secretive listening post, links back to the central computer system still housed at Rudloe Manor’s CCC department, a top-secret underground MOD facility supporting the software maintenance of the UK’s nuclear deterrent programme: Trident. According to several witnesses who came forward with information about this facility, somewhere beneath the CCC complex (which is itself already underground, remember) is another underground facility with access to the deep-underground facility—or ‘super-bunker’—to which this file refers. Evidently this ‘super-bunker’ is accessed only by personnel with extremely high security clearances, and perhaps not surprisingly, none is permitted to even whisper about what goes on down there.

MI5/MI6 AND UAPs
As stated above, also housed at the old Rudloe complex was the P&SS (Provost & Security Services), home of the RAF Police, as well as an operational MI5 cell, who together with an MI6 liaison force and a dedicated British-based CIA office, was tasked with collating and processing all received data on British UFO reports. Forget Nick Pope: if a ‘Mulder and Scully’ team ever existed in real life, this is where it would have operated from.
The CIA connection here is of note in that Rudloe was once the data hub for all reports of UFO sightings/encounters and ‘Unknown Aerial Phenomena’ (UAP) in Britain. (UAP: the official MOD term for UFOs). The collated reports were then sifted, categorized and graded, before being analyzed by the P&SS and then passed on via the base’s Air Commodore to a dedicated Defence Intelligence Staff (DIS) department in Whitehall—possibly D155 or D161. According to an inside source this officially non-existent DIS office is where the meatiest UFO data was logged and classified, before finally being duplicated and beamed across, via MI6 channels, to its final destination: America.
According to the people I spoke to, the Chain of Command stemming from Rudloe did not end, as perhaps one might have expected, with either the base’s Air Commodore nor even with P&SS. And what’s more, neither did it end with the DIS in Whitehall. Rather, the most sensitive UAP data gathered at Rudloe Manor invariably found its way across the Atlantic and ended up somewhere in the United States—most likely Langley, Virginia, home of the CIA; or Fort George Meade, Maryland, a mere stone’s throw from Langley and home of the US government’s primary and most secretive intelligence-gathering organization, the National Security Agency (NSA). No doubt the data was also CC’d to the US Air Force Office of Special Investigations (AFOSI); the US Office of Naval Intelligence (ONI); US Army Intelligence; the Defense Intelligence Agency (DIA); and heaven only knows who else. The point, though, is that all UFO data gathered on British soil by serving British military personnel—data collated and classified under the jurisdiction of Britain’s Official Secrets Act, paid for by the British taxpayer and, indeed, kept secret from the British taxpayer for the very reason that it contains information pertinent to Britain’s national security—ends up in America. And there are still those who deny that Britain is America’s 51st State!
In any event, despite the centre of operations having been moved elsewhere (no doubt a few hundred feet below ground), and despite consistent denials from all the relevant departments and agencies, it would seem clear that, al least on the topic of UFOs, British and US military/intelligence agencies form a very cohesive alliance indeed. The questions is: might there be another, unseen, perhaps off-planet member forming part of this alliance, too?

MAGGIE’S DEN
Okay, this is where it starts to get really weird…!
According to information gleaned from more than one source—including someone who actually worked at Rudloe Manor, plus a CIA contact of mine whom I have quoted in other works and to whom I have always referred as ‘Stealth’—there exists at least a 25-square-mile underground complex beneath Salisbury Plain, with a massive tunnel system linking it to the old Rudloe Manor site to the north-west (now Basil Hill Barracks complex), and to RAF Boscombe Down and nearby Porton Down some 40 miles away, on the other side of the plain. Porton Down is the top-secret government and military science park notorious for carrying out illegal biowarfare tests on unsuspecting civilians and military personnel. It is also the site of several mysterious and unsolved deaths in recent years.
Information alluding to a complex underground tunnel system stretching in its entirety from London to the West Country is available from most libraries (see, for example, Beneath the City Streets by Peter Laurie, 1979 edition). The system was built either during or some time prior to World War II, and was intended as a direct underground link between the Government in Whitehall and the National Seat of Government (NSG) in times of war or emergency, which is of course situated at the old Rudloe Manor complex (or at least the underground pit lurking beneath it). One underground bunker there is affectionately known as ‘Maggie’s Den’, referring of course to Britain’s Prime Minister of the 1980s, Margaret Thatcher. During World War II it is known that Winston Churchill often worked out of a bunker here, and it is rumoured also that the Monarchy has its own bunker earmarked for emergency use close to this site.
That the underground complex exists is not in question—as I have said, this information is publicly available. What is in question is the nature of the projects carried out beneath Salisbury Plain, and moreover, who is conducting them. The tunnels and bunkers that make up the official complex, although of course underground, could not be considered in the same light as, say, the American deep-underground facilities detailed in FILE 37. None the less they are there, and according to Stealth and others they provide the perfect cover for the deeper, more extensive underground facility here—where, they say, highly covert and often illegal R&D programmes are being carried out. Whether or not those programmes involve aliens, or indeed, acquired alien technologies, is a case to be proven.
Sources have informed me, though, of vast deep-underground vaults where huge volumes of scientific and electrical equipment are stored, as well as an underground hangar stocked to brimming with what appear to be “personal files”. I was also told that certain areas within the underground complex are strictly off-limits to all personnel without extremely high security clearances, and in some cases areas are sealed off to anyone, no matter how high their clearance level. Access to these areas is reserved solely for those with ‘appropriate clearance’, whatever that might be.
For those unfamiliar with Salisbury Plain, it is a vast, sprawling area covering some 300 square miles in the middle of the English countryside, and is home to many highly secret MOD compounds, R&D facilities, military bases and training grounds. Many crop circles have been formed on this land, yet only a handful have been made known to, and accessible to, the public. Many formations have been burned within minutes of their discovery. Many UFO sightings have been reported here, too—though again, most have been denied, covered up or simply explained away by the military. Indeed, as any grass-roots UFO or crop circle researcher will tell you, the military kept a very close eye on the development of these two phenomena when the crop circle mystery was at its height during the early 1990s. Perhaps the following report might shed some light on why this might have been.

On Sunday, 11th February, 1996, at around 5.30 p.m., two friends were driving home from Alton Barnes in Wiltshire, where they had been visiting for the weekend. They had just joined the A303 from the A345, heading west, and had reached the crest of the hill overlooking Stonehenge when in the distance, some 200 feet or so above the north-west horizon, in the direction of Rudloe Manor, one of them saw a very bright silver-blue light suddenly rise up into the sky. It remained hovering for only a few moments before descending rapidly and dipping back down behind the horizon. According to their account, the light was about five or six times the magnitude of, say, Venus on a good night.
The lightform then repeated the same manoeuvre, only now its colour was luminous orange, or amber. Again it hovered in the sky, and this time performed a small series of very rapid ‘jagged manoeuvres’ before again dipping down behind the horizon, out of sight. By this time both friends were certain that what they were seeing was neither a flare (common to Salisbury Plain, especially when troops are on night manoeuvres) nor the headlights of a conventional aircraft. They kept their eyes peeled.
Next, the lightform simply ‘appeared in the sky at about the same height as it had first ascended to’ (about 200 ft above the horizon). Its size in the sky, they said, was approximately that of a ‘large, luminous football’. It was again silver-blue, and extremely bright. They said it simply ‘blipped into view, remained there for a second or two, and then blipped out again’. A few moments later it appeared again.
‘As we watched in disbelief,’ one of the friends told me, ‘the object rose up again from below the horizon, performed a small series of rapid, jagged manoeuvres beneath the low cloud cover and then dipped back down out of sight. It repeated this same manoeuvre one more time before dipping back down behind the horizon again, this time for the last time. Although we took a swift right off the A303 and across the plain in pursuit of the object, we did not see it again that evening.’
What I found particularly interesting about this report was that the manoeuvres the lightform was performing, and the way it was performing them, sounded very similar to those of craft caught on film over Area 51, Nevada. On Michael Hesemann’s excellent video, UFOs: Secrets of the Black World, for example, craft can be seen in the form of bright white lights dancing and jigging above Area 51’s test-flight zone. Of course, the lightform witnessed by the two friends over Salisbury Plain could have been an army flare. But I have to say I have yet to see an army flare perform a ‘series of rapid, jagged manoeuvres’ as the two friends described.
In any event, one further nugget arrived on my desk in the form of a letter (for the sake of privacy I have withheld the young man’s name). See what you make of this.
Dear Jon,
I live quite near RAF Rudloe Manor. Around 12:30 – 1:00 a.m. last July, I think it was the 17th or 18th, I couldn’t sleep and for some reason got up and I looked out the window. As I looked out I spotted what looked like an orange ball of light hovering about 100 ft over the base. I stared at the light for a few minutes and I couldn’t believe my eyes as it started to flash blue, green, white and orange, and started to dance in the sky and manoeuvre like no aircraft I have ever seen.
I quickly ran into my dad’s bedroom and woke him up, as I couldn’t believe what I was seeing. He came in and looked, and he was just as surprised as I was. We ran through the possibilities of what it could be: a plane, satellite, weather balloon, planet; and it couldn’t have been any of these because of the incredible way it was moving. So we grabbed a pair of binoculars we have (not expensive ones, I hasten to add) and went outside to get a better look.
It looked like a bright diamond shape with a hazy blue-green light all around it. Through the binoculars it was unbelievable. We watched for about half an hour as it made its way towards Bath and out of sight.
We have seen this strange light a few times since, and are absolutely baffled as to what it is…
